Why Single-Material Food Packaging Films Are Becoming the New Market Access Standard in Europe
With the European Union’s Packaging and Packaging Waste Regulation (PPWR) set to become fully mandatory on August 12, 2026, Europe’s packaging regulatory landscape is undergoing a major structural shift. The regulation is not only redefining packaging rules across all 27 EU member states, but also sending a clear message to global supply chains: packaging is no longer a secondary consideration—it is becoming a core requirement for market access.
In this context, single-material food packaging films are no longer an optional improvement. They are quickly becoming a baseline requirement for companies exporting to the European market.

1. From Directive to Regulation: A Fundamental Shift in EU Packaging Rules
The key difference between PPWR and the previous Packaging and Packaging Waste Directive (PPWD) lies in how they are enforced.
A directive must be transposed into national law by each member state, which previously resulted in more than twenty different packaging compliance systems across Europe. By contrast, the PPWR is a regulation, meaning it applies directly and uniformly across all EU countries without national conversion. This effectively removes regulatory fragmentation and establishes a single, unified compliance standard for the entire European market.
For exporters—especially Chinese manufacturers—this simplifies multi-country compliance to some extent. However, it also raises the overall bar for packaging performance and recyclability.
From a timeline perspective, the transition is already underway. The PPWR officially entered into force on February 11, 2025, and August 12, 2026 marks the end of the transition period and the start of full enforcement.
From that point forward, EU customs authorities and market surveillance bodies will systematically reject non-compliant packaging.
Looking further ahead, recyclability requirements will tighten in stages:
All packaging must meet recyclability grades A, B, or C. Packaging with recyclability below 70% will be classified as technically non-recyclable and prohibited from the market.
Only packaging achieving grade A or B recyclability will be allowed in the EU.

2. Why “Recyclability” Naturally Leads to Single-Material Packaging
While PPWR is written around the concept of recyclability, in practice it is driving the industry toward single-material design.
The reason is simple: Europe’s recycling infrastructure is built around polymer separation. Mechanical recycling systems are typically organized by material type—PE is processed in PE streams, PP in PP streams, and so on.
When packaging is made of multilayer structures combining PE, PET, EVOH, adhesives, and coatings, it can no longer enter a clean recycling stream. Instead, it is classified as mixed plastic waste, which is usually downcycled or sent for energy recovery.
As a result, achieving high-quality circular recycling for flexible packaging requires a design shift: simplifying structures into a dominant single polymer system, typically PE or PP, accounting for more than 90% of the total material.
This principle is reflected in the widely recognized CEFLEX design guidelines for circular packaging. The guideline recommends that packaging should be compatible with existing mechanical recycling systems and contain at least 90% of a single polyolefin (PE or PP) by weight. Additives such as inks, adhesives, and coatings are each limited to small percentages, typically below 5%.
This “90% rule” has effectively become an industry benchmark across Europe. It is increasingly adopted by major brands, retailers, and recycling organizations as a practical definition of recyclability.
Leading material suppliers and solution providers, including Dow and Bosch, have also aligned with this direction in their mono-material solutions, where PE content often exceeds 93%.
3. The Compliance Challenge Facing Multilayer Packaging and the Industry Shift
Traditional multilayer flexible packaging is now under growing regulatory and technical pressure.
From a recycling perspective, materials such as EVOH, PA, and aluminum foil disrupt recycling streams and reduce the quality of recycled polymers. These structures are increasingly viewed as contaminants in modern recycling systems.
From a regulatory perspective, the PPWR introduces stricter recyclability thresholds starting in 2030. Most multilayer composite structures fall below the required 70% recyclability level, meaning they will no longer qualify for market access in the EU.
At the same time, brand owners are moving even faster than regulations require.
Together, these developments show a clear direction: major brands are actively phasing out multilayer composite packaging. In 2026, this transition is no longer gradual—it is accelerating.
For Chinese packaging suppliers and exporters serving these brands, this shift is no longer optional. It has become a requirement for continued market participation.

Not immediately in all cases. According to the PPWR implementation timeline, August 12, 2026 marks the end of the transition period and the beginning of full enforcement. After this date, all new packaging placed on the EU market must comply with recyclability requirements.
However, recyclability grade C requirements only become mandatory from January 1, 2030, which provides a transition window.
In practice, many European retailers and brand owners are moving faster than regulatory deadlines. As seen in Carrefour’s 2026 policy, suppliers are already being required to switch to compliant solutions within much shorter timelines. Supermarkets and e-commerce platforms are also increasingly restricting non-recyclable packaging.
For exporters, early preparation and packaging redesign is strongly recommended.
From a raw material perspective, all-PE structures eliminate the need for higher-cost components such as EVOH, PET, aluminum foil, and multilayer adhesives. This typically results in lower material costs compared to conventional composite films.
From a production standpoint, mono-material films may require higher initial equipment investment and tighter process control. However, when cost is calculated on a per-unit or per-square-meter basis, all-PE shrink films are generally comparable in price to mid-to-high-end EVA-based shrink films.
More importantly, the cost advantage of mono-material packaging becomes clear when considering compliance risks. Non-compliant packaging can lead to customs rejection, product recalls, or brand penalties. These indirect costs are often far higher than the material price difference itself.
Packaging compliance is no longer a downstream consideration. It is increasingly becoming a key input in product development and supply chain design.
Companies targeting the European market are now expected to integrate packaging decisions at the earliest stages of product design, ensuring compliance with requirements related to recyclability, material reduction, and environmental performance.
